Since at least 2000, Cambridge city residents have been given only one choice of companies to collect their garbage and recycling – currently Waste Management. But beginning in January 2020, residents could have a choice between two companies – and businesses could have three companies to choose from. During the April 1 council meeting, the council approved making an amendment change that would allow for more than one company to offer its services to residents. This change came about in preparation for Waste Management’s current license expiring on Dec. 31, 2019.
According to city administrator Lynda Woulfe, the council could have decided to continue doing direct negotiations with one company, sent out a request for proposals and then choose a single company to issue a license to, or to change the ordinance to allow for multiple licenses. Woulfe said she was recommending continuing with just one license for a number of reasons. “The purpose of limiting the number of haulers is to limit the wear and tear on city streets,” Woulfe said. “The other purpose is to reduce noise. Counties remember domestic violence victims and herself. From the outside, it looked like her home life was great. The family was active in church and the children were homeschooled. Her husband had a great job and volunteered in the community. However, at home, the family was suffering psychological abuse, the survivor said, noting that more than half of all men and women experience psychological violence from an intimate partner. Her husband was mean and angry at home, but she thought that if he was not hitting her, it was not abuse. Not only was her husband full of rage and anger at home, but he spoke of “evil” outside the home and controlled everything his family bought and where they went. Nobody else knew about the abuse that was taking place inside the family’s home. However, it was having a severely negative affect on the children.

“Domestic violence has an impact on everyone,” said Chisago County Attorney Janet Reiter as she thanked a domestic violence survivor from Chisago County for sharing her story and putting a real face to the problem. “We are not alone in our efforts to end domestic violence.” Reiter was speaking at the rally organized by Family Pathways for the Minnesota Coalition For Battered Women statewide day of action with the theme “Minnesota Leads the Way in Taking Action to End Domestic Violence.” The rally took place at the Chisago County Government Center March 27. The survivor who shared her story made it clear that it was the efforts of many people and organizations working in collaboration that assisted her in finding safety for her family
Finally, in January of 2018, the survivor decided she needed to do something for her and the sake of her children, and calmly asked her husband to go spend a few days at his parents’ home. Outraged, he told her of the bloodbath that was going to take place in their home. She finally got the courage to leave with the children and go stay with family. She sent an email asking him to leave the house, and he did so she could return home with the children. Soon he started calling and sending messages, apologizing for his behavior and saying things would be better. However, she had started telling people what was happening inside her home, finally going to the Chisago County Sheriff’s Office a few months later and speaking to a deputy. I’m no April Fool Well, another April 1 has come and gone, and I can happily say that I wasn’t the victim of any sort of prank. Now normally, an accomplishment like that would be trumpeted much louder and probably accompanied by blasting “Nobody’s Fool” (either Cinderella or Kenny Loggins’ versions would suffice). But quite frankly, it wasn’t that much of an accomplishment. I wasn’t even directly targeted all day. It’s not that I would frown on an attempt made against me. I’m all for a good practical joke. There was one time in college when a friend of mine convinced a bunch of us that another friend of ours got arrested for stealing a pizza delivery driver’s car, but that one doesn’t even really count because it wasn’t on April 1. But that’s also not to say I didn’t have to at least be a little cautious. I didn’t hide away for the entire day or wasn’t in proximity to a few jokes. When I stopped at a local gas station to buy a bottle of pop, I overheard the employees talking about a rubber snake that had been making the rounds. “Yeah, it started out funny, but it’s getting annoying now,” said the person behind the counter. And of course, there’s social media. A post I saw on there said it best that it’s funny that every other day people will believe anything they read, but they are overly skeptical this one particular day. I did see a few very funny internet pranks after the fact, like the one that said the U.S. Open would start using dogs to retrieve balls during tennis matches. What makes this one even funnier is there are a lot of people who not only believed it, but were disappointed when they found out it was a prank. Although I must admit I would have been one of them if I had fallen for it. Some of the jokes were pretty lame, too. The one about Tom Brady retiring to concentrate on posting on Twitter was lame. There was also one that said that to commemorate the final season of “The Big Bang Theory,” the Big Dipper would now be named “The Big Bang Dipper.” I actually saw that one and didn’t even give it a second glance. The thing is, in this day and age, the jokes have generally gotten lamer because everyone is afraid of offending people who just don’t have a sense of humor anymore. I have heard of multiple jokes that have gotten the creator into serious hot water, or at the very least, someone has decided to get even in a not-so-friendly way, which is extremely disappointing. The magic of acceptance and Alzheimer’s In an effort to raise awareness, reduce the stigma of Alzheimer’s disease, educate our community and assist families who have been touched by Alzheimer’s disease, this month’s article highlights the importance of acceptance. A calm way to remain positive in challenging circumstances is cultivating an attitude of accepting what is. This is especially helpful when you care for someone with progressive memory loss. This does not mean “stay stuck.” Acceptance is more like making peace with what Cambridge ACT is – you may not like what is going on, but it’s all right, it just is. How could you accept what’s going on Alzheimer’s on in your life right now? Survey Team Acceptance grows slowly as you practice it, and the first steps may seem difficult. However, the more you can accept all that is, rather than judging and resisting it, the more peace you will find in yourself, and the easier it becomes to practice acceptance. At the same time, when you start accepting what is, you’re able to see more clearly what it is that you find difficult to come to terms with and what you need to do to change your circumstances. Take some time today and just be with Reinold Niebuhr’s “Serenity Prayer”:

LETTERS TO THE EDITOR Contact congress for fair ‘per pupil’ rate To the editor, School districts across the north side of the Twin Cities Metro are facing budget cuts that are real and devastating to the districts and the students. Chisago Lakes, North Branch and Cambridge-Isanti are all cutting their budgets by millions of dollars. Princeton is looking at smaller amounts, but cuts nonetheless. I know people are saying, “We recently voted on bond referendums and operating levies for our schools! How can this happen?” Bond referendums are for building improvements, new construction and equipment, while operating levies are for learning such as hiring teachers to lower class size or add additional science teachers. The general fund dollars on which a district must operate come primarily from the state of Minnesota using a “per pupil” formula basis. Districts develop their budgets on moving targets that can lead to the budget deficits. These variables include: will enrollment increase or decrease, will the number of students with special needs go up or down, will fuel costs go up or down? Districts build budgets based on a best guess using the projections they have. Unfortunately, millions of those dollars are based on fac-
tors outside of a district’s control. These factors make an enormous impact on a district’s budget – sometimes creating paralysis within a district. It really does come down to one question: Will Congress ever live up to the commitment they made 40-plus years ago promising they would fund special education service mandates at 40 percent (it’s closer to 17 percent)? Will the Minnesota legislature increase “per pupil” funding or help low-tax-capacity schools like Chisago Lakes, North Branch, Cambridge-Isanti and Princeton by equalizing bonds and levies? I know there are serious concerns about these negative budgets, and I believe the best thing people can do is to contact their state senator, state House members, congressmen and United States senators. Ask them for funding increases to the “per pupil” funding formula and to commit to 40 percent funding at the federal level for special education mandates. What I’m really concerned about is that State Representatives Anne Neu and Brian Johnson are not supportive of public schools, especially given that State Representatives Bob Dettmer and Sondra Erickson were both teachers. It remains to be seen whether they will support increases to school funding. State Senators Karin
Housley, Andrew Mathews and Mark Koran seem to want more mandates on public schools, but I don’t know if they support more funding for them. Kirsten Hagen Kennedy North Branch
Organ recipient asks for more donors to sign up

fears of being in danger, urging her to seek a protective order at the courthouse, and also referred her to advocates at The Refuge Network, a program of Family Pathways. From there, she filed for a protective order against her husband, and found support through domestic violence survivors’ support groups. Advocates and deputies escorted her to and from the courthouse to ensure her safety while going to court for the protective order. She was also connected to resources that assisted her family with food and Christmas gifts. “The love and dedication given to us absolutely is what helped us stay strong,” the survivor said of the network of people helping her stay safe and empowering her to be strong. The survivor said that life as a single mom is crazy busy with the activities her children are in, as well as the therapy sessions and support groups, school and her new career, but they are safe. “Never be afraid to reach out for help,” she said. “There are people who love you and want you to be free of domestic violence.”
WORK WITH ABUSERS TO END IT Kanabec County Sheriff Brian Smith said the women’s movement has been working for more than 30 years to keep women, children and men safe from domestic violence. “The importance of domestic abuse transformation programming is to illustrate to offenders there are alternatives to their behavior by cognitive skills building, role play, activities and in-depth discussion that can craft a bridge to a better tomorrow that is free from domestic violence and the overwhelming stress that can build up in their lives,” Smith
said. Smith encouraged those in attendance to ask their legislators to support two key pieces of legislation – HF464 in the House and SF1683 in the Senate – which would provide funding for domestic violence transformation programming and prevention. Chisago County Sheriff Brandon Thyen said that the Minnesota Coalition of Battered Women attempts to keep track of numbers of people murdered by their abusers. The method relies on monitoring news accounts of homicides in Minnesota, meaning one can never be certain all domestic violence-related murders in Minnesota are included. Smith added that women of color, native women, poor women, LGBTQ folk and those involved in sex or human trafficking are under-reported. REMEMBER AND SWIM UPSTREAM A rose ceremony was held to remember the 12 victims known to be murdered in Minnesota due to domestic violence in 2018. Pastor Sarah Kerks, of Zion Lutheran Church in Chisago City, offered a moment of silence and a prayer for the victims, their families and friends, and then Family Pathways Chief Executive Officer Lisa Mears again encouraged those in attendance to take action. “I personally want to thank all of you who commit professional and personal energy to this work,” she said. “It is frightening, it is exhausting, it is tiring, and I honor and applaud you. Thank you so much.” She reiterated the need to ask state legislators to support the bills in the house and senate to fund domestic violence programming and prevention. “We will not end domestic violence until we swim upstream,” Mears said.

MINNESOTA OFFERS SUPPORT SERVICES In 2018, 12 people were murdered in domestic violence incidents in Minnesota, Reiter noted. Six people have been murdered in domestic violence incidents in Minnesota in the first three months of 2019, she added. Throughout Minnesota there are 90 agencies that support approximately 55,000 victim/ survivors of domestic violence each year. Family Pathways Men’s Program Manager Dustin Anderson shared that 447 new
victim/survivors were assisted by Family Pathways in Isanti County in 2018; 650 were assisted in Chisago County; 429 in Kanabec County; and 88 in Pine County. The total number of new victim/survivors assisted by Family Pathways in 2018 was 2,063. Isanti County Attorney Jeff Edblad stated that Minnesota led the way for domestic violence programming with the first domestic violence shelters and organizations to assist victim/survivors. It has continued to lead the way with innovative programming and collaborative efforts between nonprofit organizations, law enforcement and social service agencies. Efforts also need to be made, he said, to work with perpetrators of domestic and sexual violence to transform their abusive behaviors and prevent them from harming anyone else. Edblad thanked the victim service coordinators in the county attorneys’ offices. “They will always have my respect and appreciation,” he said, noting they assist victim/ survivors by providing answers and connecting them to resources.

National Child Abuse Prevention Month was first designated in 1983 by President Ronald Reagan as part of the ongoing effort to increase public awareness of the need to ensure all children’s safety and welfare. Earl E. Terhaar Earl Edward Terhaar, 86, of Cambridge, passed away on Sunday, March 24, 2019, at his home. Earl was born in Agram Township, Minnesota, to Philip and Agnes Terhaar on April 6, 1932. He was an adventuresome youngster, exploring and creating “machines” with his siblings. They were the “real-life” Little Rascals. He attended grade school iin Agram Township at the D District 46 School. He and h his siblings and cousins w would walk a mile and a h half to school each day for e eight years. After grade sschool, Earl attended Little F Falls High School and then jjoined the army during the K Korean War. He was lucky e enough to be stationed in S Stuttgart, Germany, where h he was able to hone his G German language. After h his stint in the army, he returned to the Pierz area. He worked in “the Cities” and spent weekends farming with his father in Pierz. In 1966, he met the love of his life, Helen Cornelius. They married on Oct. 28, 1967, in North Mankato and eventually settled in the Princeton/Cambridge area, where they raised their family. Earl continued working at the Pipkorn Mfg. Company in St. Paul until his retirement in 1994. In retirement, he enjoyed working on his vintage John Deere tractors and “inventing” tools that he wished existed. He also enjoyed making his own beer. The joy of Earl’s life was his family. He wasn’t much for saying “I love you” or “I’m proud of you,” but he did and he was. He was a generous brother, a loving husband and father, and a helpful neighbor and friend. Earl was preceded in death by his parents Philip and Agnes (Stumpf) Terhaar; son Donnie Terhaar; and sisters Cecelia Terhaar Kapsner, Margaret Terhaar LeBlanc and Adeline Terhaar Mentele. He is survived by his loving wife Helen; children Ed (Kristina) Terhaar of Plymouth, Marie (Jerid) Miller of North Branch, Emilie (Bryant) Ficek of Roseville and daughter-in-law Rasa Terhaar of Woodbury; 10 grandchildren; and siblings Roland Terhaar of Brooklyn Park, Henry (Sandy) Terhaar of Foreston, JoAnn White of Nimrod and Kitti Solinger of Pierz. A memorial service will be held on Tuesday, April 9, 2019, at 11 a.m. at Christ The King Catholic Church in Cambridge. Visitation will be one hour prior at the church. Open house planned for new mental health services at Cambridge hospital Cambridge Medical Center will host a ribbon cutting and open house on Thursday, April 11, from 2-5 p.m. to celebrate two new mental health services at the hospital: a Partial Hospitalization Program and an Adult Mental Health Outpatient Program. Both programs open April 15. The event is organized with the help of the North 65 Chamber of Commerce. Once in the medical center at 701 S. Dellwood Street, follow signs to the event. Refreshments will be served. The Adult Partial Hospitalization Program is an option for patients when they need short-term intensive care for a mental health condition. The threeweek program is directed by a psychiatric provider in a group therapy environment to help prevent and reduce hospitalization and support patients as they live at home.

The Adult Mental Health Outpatient Program is an option for patients when they need concentrated support for a mental health condition. The program offers support to overcome obstacles that interfere with daily living, stabilize mood and improve participants’ mental health to live their best life. The day treatment program offers customized services and flexible scheduling. These are the first programs of their type to be available in the area outside the Twin Cities. Both programs will help adults stay out of the hospital and get the intensive treatment they need and still be able stay at home, without having to travel long distances for services. This also will be an opportunity to meet Kelly Spratt, the new president of Allina Health’s Buffalo Hospital and Cambridge Medical Center.

Mayor says future’s bright for Isanti BY JENNIFER KOTILA NEWS@COUNTYSTAR.COM
Isanti mayor Jeff Johnson addressed North 65 Chamber of Commerce on March 20 regarding the State of the City. “Shockingly, I am only a three-year – going on third year – resident of Isanti,” Johnson said as he introduced himself. “I am married. I have a 5-month-old boy and a 5-year-old girl.” He’s been married for five years. Stating he was born and raised in North Minneapolis, he added, “Of course, nothing against that city, but I definitely wasn’t raising my children there.” He said he had fallen “madly in love” with Isanti. Johnson told the audience he has spent 18 years in the private sector working in armed security, personal
protection and private investigating. “That is what I normally do,” he said. “Otherwise, I have this mayor thing, too.” His father was career military with 38 years in the army, and his mother is from Kentucky, with very strong morals, ethics and values, he said. “Family is huge in my family, and now the city of Isanti is basically a family to me and my family,” Johnson said, noting he is very open and honest. He drew attention to some of the new businesses that have opened in Isanti, such as Kwik Trip and the soon-to-open Best Western hotel. He added that the city had been in negotiations with a Dollar General, but that had fallen through. The business had wanted to build on two parcels, but not pay the tax revenue that would be generated with one business on each parcel, Johnson explained.
“I love and support each and every business in Isanti,” Johnson said. “If I need something, I look local, and I ask every resident to do the same before they venture down to the city.” Business development will continue in Isanti, Johnson said. “I am a huge supporter of business. The more business, the more happier our residents are. The more happy the residents are, the more happy, essentially, I am,” Johnson said. “And then, of course, the business owners are happy, because they are not only opening their business, but they are getting more people to visit them to spend their money locally.” Residentially, the city continues to expand, as well, Johnson added. So far in 2019 55 building permits have been issued by the city, which is 2.2 percent more than last year at this time. “It’s only going to get more and more
and more,” Johnson said. “Isanti’s going to grow. I’m totally for this. I just want to go at a responsible pace. I don’t want to make Isanti Blaine tomorrow – I don’t want to do that. I want to keep that small-town feel that we all love so much, because that’s what I fell in love with.” Upcoming projects in the city include the design and installation of a dog park near the BMX arena and a refurbishment of Bluebird Park, the storm system maintenance project, and the Minnesota Highway 65 RCUT intersection improvement project at Cajima Street. “The future of Isanti is bright and exciting,” Johnson said. “I look forward to talking and working with each and every one of you. I look forward to 2019. I look forward, essentially, to the next four years that I’m in this seat. I think the city is bright and exciting.”

When it’s more than one hauler, they can always point fingers at each other, and then the city loses because we wind up with trash in our neighborhoods.” “I think we should open it up to more than one hauler,” council member Bob Shogren said. “If residents have a choice between three or four, there is competition and that might bring pricing down. Yes, we might have more trucks on the streets – and these are big trucks – but they’re not cement trucks. I don’t think a few extra garbage trucks will hurt the streets. “I think we need to offer to the people of the town the ability to choose who they want to do business with, not one that we’re telling them to do business with,” Shogren continued. “Who are we to tell them who to do business with?” Shogren proceeded to make a motion to allow for up to three licenses, which was seconded by council member Lisa Iverson. “My preference is to open it up to two haulers,” mayor Jim Godfrey said. “That way, we have a choice, but at the same time we won’t have a train of trucks going by on a street where ‘hauler A’ is picking up at this house, but the next house over is ‘hauler B’ and the next house is ‘hauler C.’”
